By "went out" what do you mean exactly? What are the symptoms? Check your power steering fluid first.

It could be the power steering pump, It could be the fluid is leaking somewhere and it just got low enough to where your realizing it now. If it is your power steering pump that is leaking then you should probly get some power steering stop leak.

check p/s fluid if good , does it make a loud wining noise? or is it hard to turn? if its hard to turn , most likely needs a new rack and pinion. if its making noise the pump is shot .

The engine will not start. The lights on the dashboard flash and the alarm goes off. The radio plays and the windows go up and down.
