AC blower speed

Head scratcher here, My AC in the last 2 weeks has started doing a thing where it will be at full power, for no reason the power will drop hard off. It will still blow, just weak, and still cold.
Troubleshooting:
It does not increase or decrease based on speed. I can be at a red light or on the freeway and the power will drop. a minute or two later, the power will restore. I can lower or raise the power manually, nothing happens.
when operating normal, I can raise/lower and the power goes up and down like normal.
Tried turning AC off before turning the car off, waiting a moment before turning it on when I start the car. There's no difference.
Something else I have read, could be the battery, AC is one of the first things to go off if the car isnt getting enough power, however battery is only about a year old and seems to be fine on charge.

I have exactly same issue. When starts engine or key is in ignition position, the radio is turned on and AC blows on max if it is hot enough and a few seconds later the radio shutdowns and AC blower gets weak. I don't know radio issue and ac blower issues are related or not. Does anyone know the cause?
