Certain lights wont turn on

My backlights, hazard lights, and speedometer lights wont turn on, i already changed the
fuses and bulbs: what can it be? i already have a new battery

Did you check for lighting relays? Also did you check the fuses in all panels? Some cars have 2 or even 3 fuse panels. If that's all been checked you need to start tracing wires to see where the power failure occurs. Could be as simple(to repair, but not to find) as a corroded ground connection, or an unplugged electrical connector.
