when stopped at a red light on a down incline the car creeps with the brakes fully applied

Have you had the brakes replaced? If not they may need to be replaced Have you checked the brake fluid? It may need some fluid, is there any fluid leeks notice under you car?

Check for brake fluid leaks, do a brake flush/bleed. You should be fine
