84 Camry Crank but no start, injectors have no voltage

So I picked up a 1984 Toyota Camry and drove it
home and have plans for a full restoration. I’ve
tackled the engine side of things already and so far
it’s going good. Tore all the intake off and exhaust.
Replaced injectors, O2 sensor, plugs, wires, cold start
valve, a ton of the relays, the catalytic converter, fuel
pump, fuel filter, all of the vacuum lines, PCV valve
and I even ordered a new injection computer because
I’m so stumped. The relay under the glove box was
even replaced. I cannot figure out why my injectors
are not working. The car will run on starting fluid. And
builds plenty of fuel pressure and has it all the way up
to the injectors but they aren’t opening. Replaced
with brand new BOSCH injectors that ran me about
$450 more because I’m doing a full restoration. No
injectors are seeing power while cranking after
checking with a meter. Any help is appreciated, thank
you!

Sounds like either a wiring issue or the ecm isn't telling it to pulse the injectors. Sometimes the drivers go bad in the computer. I'd check the wiring and harnesses first.
