89 Civic Value

Found an 89 civic driven by a couple of family members who recently died.  The sons
are trying to sell the car.  It only has 47k miles...yes, that is correct.  Timing Belt has
never been done, and says it might need tires soon since they are old.  They have it
priced at $2750.

History of car is that she got into minor fender bender, but was repaired professionally.  
Does have the normal rust spots on the wheel wells, some paint fading, etc for 25 yr
old car.  Worried more about the internals.  What would you pay for this car with
needing to bring it up to par maintenance wise?  They changed the oil by time, not
mileage...which is obviously good.  Thanks for the help!

What's the reason for low miles not helping older cars? Just because parts will need to be fixed anyway being so old? What would you pay for an 83k mile, 94 civic lx with no rust, but hail/door dings? Has new tires/brakes, but will need TB/pump done. Thanks again.
