'99 chevy blazer will not turn over!!, and don't know ANYTHING about fixing vehicles :(

i have just bought a 99' chevy blazer and three days after putting insurance on it the thing
shut down. first it was we ran out of gas so put gas in the tank and tried to start.  would not
start so tried getting a jump start and still did not start. so we changed the battery and put  
more gas in. when turning the key it revs and makes a clicking noise but will not turn over.
also trying to start is draining the battery. could u please tell me exactly what to do?? I'm
lost

Could be, but I would also check the fuel filter. It is usually located on the drivers side frame rail. When you run out of gas, the pump will suck up debris from the tank. With an electric fuel pump the tank should always be kept at least 1/4 full to bathe the fuel pump and aid in cooling. So the fuel pump could be bad from overheating.

If you try to change the fuel filter, watch out because gas will come out. Wear safety glasses! And make sure the battery is disconnected. The filter is likely a small metal cylinder with an inlet and outlet at each end. To change it remove the hoses and the strap that holds the filter in place. Make certain you put it back correctly. There should be an in and out marked on it. Tighten hose clamps well.
