Can I use a 96' blazer rear driver side axle to replace one in a 99' blazer?

You mean the axle shaft? 2wd and 4x4 have different lengths. Also there are eh rear ends for the blazer, the 7.5 and 8.5. You need to make sure you get the same one.

In 99 the 8.5 turned into the 8.6. They look similar but won't interchange parts. However you can swap the whole unit.
