Alarm related to driving issues?

1998 VW Cabrio. Alarm went off when parking, not sure why. Immediately after
that, the car wouldn't go over about 25. If you press the gas to speed up, it
loses power and you have to back off some and start gaining momentum again.
Got it to 40ish at one point. Otherwise, nothing else seems to be wrong. No gas
leaking.

Didn't get any answers here, maybe I didn't ask correctly? Have looked into it further and looks like it is the speed control switch. Maybe that will help someone else.
