Driver side rear quarter panel rusted underneath

Something broke on rear driver side that holds tire in
place. It is all rusted underneath, what broke?, and
can it be fixed???

It is rusted underneath that quarter panel of where the tire is. You can move the tire by hand, since the piece rusted through. What piece it is? I have no clue.

The photo is too closeup but that is a part that controls the rear wheel alignment. You need to stop driving it today as this is a death trap. Sorry.
