How can I regulate my 1.8 cardureted jetta

I have a 1992 Jetta 1.8 carbureted. When I start it from a cold start I have to rev it for about 30 sec before I  can let go of the gas and the car would stutter for a couple of minutes and then it levels out. Car runs fine after that It starts right away after that and at times when i come to a stop it starts stuttering and when i rev it levels out. I was thinking of putting another carburetor in. But wondering if the Bocar has fix.

Carburetors have a fast idle adjustment and an adjustment for the choke. I think you need to adjust one or both of these.

The air filter box goes on top of the engine (check Picture) Where are fast Idle, and the choke adjusting screws located.
