Is 2003,which means is more likely high mileage. For the record ,if You replacing the timing belt and water pump....why didn't You replaced all rollers ???. What You describing, Your timing belt is not on the "marks " like You saying. The other symptoms You describing will be o'k but in wrong time
The first time the belt wasn’t on the marks now it is and the rollers are all replaced car still won’t start it’s Also a standard I forgot to mention people are telling me it could be stuck on limp mood but I don’t know how to find out if it is
easiest thing you could do is unplug the battery touch the terminals together and leave it for 15minutes. this should reboot the car and if it starts after that then you should be good. other wise you may want to recheck that timing. it could still be off by a tooth. its not hard to have it shift while puting it on the tensors. And if it was off alot before its possible you bent a couple valves.
To reed off "all codes " is common practice to disconnect the battery for a while ,a few minutes or less common.... overnight if You don't need a car . If You bend the valves ,the start will be very noisy and forget about "good " compression test, and if it doesn't help ,I try the timing again or in worst scenario ....reprogram Computer ....Good luck

Did you ever figure out the problem? I have an 03 Jetta 1.8T and my water pump has gone bad (why they made a water pump out of plastic is beyond me, why it was never a recall is an even bigger mystery) Just thought I'd ask so if I run into any of the same issues I have some reference to go by.
