I have a 03 Jetta that goes into 1st 2nd but
not 3rd or 4th what do I need to do

I would go get it check out, but it seems like your transmission is not working properly. It's best if you fix it right away, because forcing the car to go from 2nd -> 4th, it will damage the car's transmission even more. As far as how much it will cost it will be pretty expensive anywhere from $800-$1500 depends on where you go, and what condition is the transmission currently at.
