My jetta needs new brake pads but the rotars are slightly rusted near the edges. Should i get new rotars? Im trying to sell the car soon so should i really get new rotars?

rotors should be turned !...if you dont then the least you can do is knock the glaze or the rotors with some steel wool/sand paper
No! This is normal and you will see it on other cars in a parking lot. Just look. Do not waste you time and money on this.
Your new rotors will start rusting as soon as they are exposed to moisture and you will not get any more money for your car.

You are correct! Just get new brake pads and be done with it.
if they look flush and not pitted of streak lines in them from the old pads you should be able to just get away with slapping a new set of pads on and no work to the rotors. The only time rotors need to be replaced is after they have been on the car after 2-3 sets of brake pads after installation. unless they had gotten warped or uneven ware*check boths sides of the rotor* this is the only time you need to worry about replacement or turned.
On german cars, specially VW/audi the rotors are designed to wear out in conjunction to the pads. The correct procedure would be to swap out both the rotors and pads at the same time, however if you don't feel any vibration (do to warped rotors) or much grooves on the rotor surface (which I doubt is clean), I'd be willing to use the rotors up till second set of pads and then change. DO NOT RESURFACE VW rotors.
