i have a 1999 vw new beetle 2lirtre we replaced the radiator the water pump because it was over heating and replaced the cooling fans they worked at first and now they quit and the cars over heating again and theres bubbles coming up in the coolant tank what can i do about it

Did you replace the thermostat ? Try that cheap fix first, then fix the cooling fan and try again.
