20 degrees outside I crank car 1999 Beetle vw and all the oil is now on the ground. What happened?

If the oil is "now on the ground" it is not in your engine- don't run it- more likely, it is coolant that you see- either way, the result is the same- have it towed to a good garage and have it fixed- it is a cool car, so take care of it-

you most likely blew out a gasket or seal in some cases this can also happen when the oil drain plug or oil filter is not screwed on properly and have either backed off or fallen out. and this is if your lucky.
