Do I have to pull a vacuum when taking apart a ac system and replacing the orface tube and compressor and accumulator

If you replace these items on a system is it
mandatory to do a vacuum on it because
now the high pressure side is riddling when
I cut it on but does not throw cold air like it
should could anybody tell what it might be

If you replaced those items you let air into the system. A vacuum must be pulled to remove the air so that refrigerant can be added. This is a job for someone that is experienced in A/C repair.
