why do I still have to spray starting fluid in
the housing filter if I changed the fuel
pump what could be the problem now?

Sound like the spider injection needs to be replaced. Should do a fuel bleed down test by hooking up a fuel pressure gauge to the Schrader Valve, turn the key to on to build up fuel pressure on the gauge and then turn the key off. Fuel pressure should not drop more that 5 lbs in 3 minutes.
