turn signals, wipers and heater/ac not working

my turning signals, windshield wipers and
heater/ac is not working all the fuses are
fine and we can't figure out what is wrong
with it.  It's a 1999 VW Passat

I keep getting told that it is the ignition switch but someone did say something about the relay the only thing with the relay is the brake light would not be on and it is so I am going to try the switch if not then the relay thank you
