Vehicle runs great on freeway, if I hit traffic, temp will start to climb

I can drive 85mph down the freeway, but once I get to
where I'm going and sit still for 5 minutes, it will climb in
temp. I can leave it sit on my driveway for 30 minutes and it
will stay at 190 and not climb. The fan in front of driver will
come in and spins freely. The fan in front of passenger has
never came on and if I try to spin it by hand, it has a lot of
resistance. Any help?? Is that fan bad, relay bad, and where
the heck is the fan relay on this?

2012 passat daughter has had a few front and passenger hits car still drives but engine is on high all the time. I thought the fan was on full time from being hit but the engine us running fast
