98 chevy van will not turn off

I replaced the ignition lock on my 98 chevy van after
someone tried to steal it. Now the all the van does is try to
start itself over and over. The car will not start. What is
wrong?

Ok. So when I have the key in the off position it will still try to start itself and give off a bad smell. It tries to start it self again.
