Fair Price for a 1992 Volvo 240 with 108,000 miles?

I am going to look at a '92 240 automatic with 108,000 miles. Ad says it has no rust, no dents, AC works great, timing belt changed at 100K, new tires. Everything works. He is asking $3500. KBB says $1700. OK.. it's a tank and there aren't alot of them around.
What do you think it's worth? I am going tomorrow so please comment right away.

the price depends on your locality...if you left it on the corner above a busy intersection with large chalk writing of $3500.00 and a phone number would the area be rich enough to afford something like this...Trenton, NJ would not be this place, but upstate NY would~
I am in New Hampshire. Lots of road salt so a 20 year old rust free car is pretty rare.
I looked. pretty solid car but... needed a head gasket, stabilizer bars, bushings all around, some rot underneath. Close to 2K worth of repairs to get it right. I passed on it.
