my volvo coughs , when in park it idle high & low when driving she act like she wants to stop.

I'd say to do a tune up (Spark plugs, cap, rotor, plug wires, air filter) if you haven't already. Possibly a Mass Air Flow meter (MAF) problem.

Try cleaning the Throtle Body also...this fixes a lot of Idle problems

bad throttle position scencer.or a problem with the ECM.

Do you have a check engine light on? My first guess is the Mass Air Flow sensor. A bad throttle position sensor on a Volvo typically wont effect idle.
