98 Tahoe Boggs down when stepping on the gas

Changed spark plugs, cap, rotor fuel pump assembly.  Dont
know what it is.  When I step on the gas it take a long time
for it to get up to speed.  If I step on the gas too hard it just

Starving for fuel. Replace fuel filter if more than 30K miles old. Then it may be fuel pump or fuel pressure regulator. Pressure test fuel line at injector rail.
