coolant temperature gauge malfunction. swings to middle, then pegs hot before dropping to cold when turned on. No reading thereafter

coolant temp gauge, analog dial.  When turning key to acc/on, needle rises
to middle, pauses, then moves to top hot before clicking off to cold and
staying there.  Sending wire has voltage around 7V as measured under the
hood at the temperature sensor [from dash] plug.  

Is there a short in the instrument cluster? The cluster was recently changed,
but this malfunction occurs when both an older and newer temp gauges are
used, and instrument cluster panels [circuit boards] are switched.

That seems strange. Is the car running alright otherwise? Maybe your coolant temp sensor is bad.

It looks like it was a short in the gauge itself. There was a click heard from the relays located behind the radio when the gauge collapsed to zero. I replaced the gauge again, and it now works.
