Brake pedal hard to push and very slow stopping on 2002 volvo s40- could this part be the problem?

The pedal is very stiff and hard to push so it is very slow stopping. After braking several
times it seems to loosen up and go back to semi-normal. The brake fluid is full and when
I start the car after pumping it and holding it down, it does go down a little. The vacuum
hose seems to be good, but this part in picture was attached by where the hose goes to
the booster. It's clip is broken/cracked so could a bad connection from this be the
problem? Auto zone was no help..what is this part?
