Cooling fan problem

i noticed my cooling fan continiously runs when i
start up the car in the garage so i was told by
mechanic to get AC recharged which was done
promptly but a few days later the fan is back at
max speed. i went to my mechanic he said my ac
was leaking and a new ac evaporator need to be
replaced which costs $1000 with labour. would this
fix the problem? does this have anything to do with
the cooling fan not stopping? because i dont care
about the ac. please help

yes as soon as i start it. luckily they stop when i turn the engine off.
