That's a sign off low/bad battery or loose battery connections. Tighten and clean all battery connections. Also check the negative battery connections on the frame and motor. If you know that the battery is good. Try to jump start it. Put positive jumper cable on battery and the negative jumper cable on metal of the motor. If it then cranks it's definitely a battery connection issue.

That's possible but not sure that theft mode will make a clicking sound.

headlights blink and parking lights like every second. All accessories work. The sympton is like trying to start it in gear. Accept i tried neutral, it didnt make a difference

Oh I see now. Lights are blinking as you try to start it. Might be a theft mode issue. Let me do some digging.

http://youtu.be/YiPAPu-K8OI -- you probably know this but might want to check out this video. It describes how to test for battery voltage at your starter. (Volvo) Doing as described in about the middle of this video will help you identify if the starter is getting the proper voltage.

i took the terminals apart cleaned them and reconnected I'm embarrased to say it started thank you for all your help
