2004 Volvo S80 will not start.

I have a 2004 Volvo S80 it will not start. The dash readout is saying "Immobilizer unit not stable". Any one know what this could be?

Okay I was told that this happens when the key goes bad or the security CPU goes bad. I only have one key to the car. Is there a way to remove the computer and change out a standard type key. New key is $250 plus a towing bill no telling how much a CPU for the security system is.
