1998 Volvo v70 wagon ignition issues

I have a 1998 v70 wagon. When I turn the ignition to start the car I have no headlights. I
have to turn the key back a small amount in the ignition and all the lights work (same for
shift lock engaged). Anyone got any ideas? Do I need to replace my ignition?

My '98 v70 t5 is doing the same thing, let me know if you get an answer, I'm going to try switching out the ignition switch and see if that helps. Good luck!
