What do you mean by cranking? The motor turning over but not starting?
Ok we need a starting point, so need to verify if there is spark, and fuel pressure. Fuel pressure should be 56 to 63 lbs.
Did you do a bleed down test? And check for spark?
What size motor is this? So you hook up the fuel pressure gauge, build up fuel pressure by cycling the key to on/off, turn key off and watch the gauge. If the pressure drops more than 5 lbs from highest pressure, in 3 minutes, then either the fuel injectors, spider lines, and or regulator are leaking. To check for spark, get any spark plug and plug it into a spark plug wire, and lay the metal part of the plug down on a ground. Turn it over (need a helper) and see if there is spark at the plug.
