where is the blower fan fuse in a 2002 buick park ave located

There is no heat blowing inside the car at all

Your owners manual should tell you where the fuses are located. It is probably not a fuse, but the blower controller, that is probably located on the engine side of the firewall, in the heat duct, it will have a connector or two.
