WHY DOES MY 2004 BUICK RAINIER
STALLS WHEN I TURN ON THE AIR
CONDITIONER.

lot of makes and models, the pcm will raise the idle when you turn on hvac so it won't stall. I saw a code on your vehicle for low idle, talks about the tac/throttle actuator control. Get it checked out. I can't diagnose that from here. You can clean the throttle bore and around the throttle plate, see if it helps? Don't force the throttle plate. Could be other issues?

Classic symptom when the battery has been disconnected for any reason. Remove fuses #10 and #28 under the hood. Remove the throttle body and clean it with a sensor safe spray like Seafoam, rag, and or nylon brush. That will cure that. Make sure and clean the TB at least once a year or more often depending on driving habits or conditions.
