the lights do not come back on when you turn the key off, so the scanner doesn't show a code.

The 00-04 Buick Regal has a single unit wheel hub and bearing assembly. Built into this unit is a speed sensor. If you remove the tire and wheel and look just behind the disc brake you'll see the wire coming off the hub assembly. since this wire is responsible for sending information to the car's ECU (brain) about how fast the tires are spinning it affects both the traction control which diverts power to the wheel with the most traction and the ABS which controls wheel spin during hard braking. Check the wire coming off the hub to see if it's loose or frayed then unclip the two ends and make sure the terminals inside are clean. Then re-attach the wires. If the are damaged or frayed you'll probably have to replace the whole assembly. If not as long as they're clean and secure you shouldn't have any more problems. The hub and bearing assembly costs anywhere from $100 to $160 depending on where you get it.
