okay boys i have a question my car especially in the rain and snow

has issues with stopping i have a 97 chevy cavalier z24 2.4l now when i stop in those conditions its like i put on my brakes but it wants to keep jerking forward and its freaking out making me feel like i am going to hit the person in front of me and one day  it did that and locked my steering down..is this an abs issue

Sounds like a shorted out ABS system and or wheel speed sensors are shorting, as far as locking the steering...... only if you remove the key will cars now lock the steering wheel. Is there any other way you could describe it???
