1997 chevy tahoe 4wd

1997 chevy tahoe. Push button 4wd. Transfer case functions. Front axle actuator functions. Still no 4wd. Lights on buttons flash. No codes. ????????? Help

Off the ground or on, in 2wd you can spin the front driveshaft by hand. 4wd you can't. Transfer case is functioning pproperly. All 4 wheels off the ground, front actuator extends front driveshaft is spinning, front wheels don't.
