Why dose 5.7 voetec 1997 Tahoe have two timing marks, witch one do I use to
set top dead center?

Set TDC the old fashioned way. Remove the spark plugs and turn the engine until it is TDC #1 by feeling the compression at the spark plug hole. This will get you close enough to know which mark is correct. Paint the correct mark.
