2007 Toyota Corolla S Headlights

My garage kept. Low milage Toyota has headlights that have a film over them
that I cannot remove.  What headlights can I purchase and install, from a
different year,  that do not develop this film?  Thank you!

They are not yellow and do not peel. It seems the film is there because of the heat from bulbs on the inside of the lense. Tried the kit idea, but no help as it is in the inside of the kense. If I buy new, will this just happen again.? Thank you or your response.
