Does it have the throttle body injection or multi-port. On the TBI I would check the distributor cap for cracks as it is just below the rear of the hood. Also check the wires and plug wires. Dry with contact cleaner and you can prevent moisture issues by using dielectric greese on all elec connections

its the mpfi. But the distributor can let moisture in. Replace the cap and rotor, if that doesnt stop it your may either need to replace the icg control module or wrap the distributor cap

Great answers above, that's what I'd suggest. If and when you wash it, does it have the same issues? After a rain and it will not start, begin with the obvious. Take a Kleenex or toilet paper, dry, and place it around the distributor. Did it get wet? If yes, you have water shorting the distributor. Next, open the distributor cap and with a dry adsorbing paper, wipe the inside of the cap. If it is wet or you see moister on /in it, replace the cap. Find the cause of the leak onto the engine. May be the hood rubber gasket. Do you have any add on electronic ignition modules that are also exposed to the elements? Check them also to make sure they are not shorting the electricity flow. Electricity will seek the path of least resistance, so will follow the moister instead of the wires. Another trick to check is pull a plug wire, and if you have a little brother, now this works only once, so make sure you get it right the first time, have him old the end of the wire and see if there is spark at the plugs. If you don't want to do this, have someone put an old plug in the wire end connection and see if there is spark when you turn over the engine. If you have spark at the plugs, looks at the fuel delivery system, it may have a short and not allow the injectors to fire.
