My '95 Riviera S/C trans. doesn't always lock-up the converter.

My Riviera, 89Kmiles, torque converter doesn't always lock up when driving on the hiway, or, it will drop out at times. Also, the traction control shuts off after about two blocks. I do manually shut it off now before driving so it doesn't affect the cruise control when the lock-up works. Anybody have any ideas about what to check? I don't have a shop manual yet (waiting for the swapmeets to start around here). Thanks-Jim

is the transmission fluid above the fill mark(while running & after a drive )?
