96 Z28 - Radiator Chocolate Shake

Purchased a 96 Z28, 6-Speed and was checking it out and although it runs
super-rough (probably needs an optispark too), I was greeted with a
chocolate shake and candy bar in the radiator and overflow.  Head gasket?

Might be some kind of stop leak someone put in it id get the radiator and engine flushed out
