2001 S Type Jag - new key programming failure

2001 S Type Jaguar 65K, got a new TIBBE key blank, my locksmith cut it,
works in the door lock and will cycle in the ignition, but won't program.  We
got ICM failure notice. They tried both US version and European version
options with the OBD computer for coding keys. What can be done? There is
the original OEM key and a 2nd TIBBE key from Ford (same key as the Ford
Transit) they both work, although the Tranist TIBBE key sometimes needs to
be cycled several times to get the starter to engage.
