Sterring is stiff

Sterring gets stiff while driving turn car off and its back to normal for a while and stiffings up again

I'd allow the pump to pump in brand new fluid and pump out the old fluid using itself as the pump- Perhaps with the new fluid will have the right co-efficient to behave itself.
