There are blend doors that the heater control opens and closes to achieve the desired temperature. They are usually controlled by a motor which when it goes bad it gets stuck in that position, they are also controlled by a temperature sensor, if you are setting it to max cold and its not changing then it's probably not the temp sensor. When the temp setting jumps that five degrees in either direction it should override the temp sensor, a bad temp sensor would show up by the temp of the air coming out when reaching its min or max setting. If it blows the same all the time it could be a bad wire but it's most likely the motor that controls it went bad. Remove it and see if it moves freely by hand.
