2007 Cadillac CTS stopped accelerating and leaked
what seems to be transmission fluid. Does it need
to just flushed and refilled or new transmission?

Most likely not accelerating because low on transmission fluid but the leak you need to get underneath vehicle or put on lift to determine where the leak is leaking from and then fix it.
