My neighbor is offering me his 235/85/16 tires they're in great condition. my question is what kind of difference can i expect on my 96 Tahoe.?

245/75PR16 is stock according to cars.com. Going with that is 30.47" diameter and the 235/85/16 has a 31.73 diameter. Will raise gear ratios, slightly, and give you a 65 mph speedometer read at a true 67.7. BUT! if that's wrong stock, or not what you have now, we can do the calculations again
How old are the tires? There is a max of 10 years shelf life, so be careful if they are old. That little of an increase will not make hardly any dent in gas mileage or even rob you of your off the line power. You need honking big tires to see any difference.
