my 95 baretta ran out of gas but now wont start with suffecient gas in it.. is there a restart procedure?

Does the car try to start? If it does you may have sucked up dirt or rust from the bottom of the tank and plugged up the pump screen and or the fuel filter.

You may have burnt up the fuel pump. When you turn the key do you here the fuel pump running?. There is a fuel pump test lead by the driver side strut tower. Use a jumper wire to give it power, listen for fuel pump to run as you do this. If it doesn't run check fuse. If it is good, you probably will need a new fuel pump assembly.
