My 95 Blazer 4 wheel drive is not working but the front  drive line is turning I believe it is a vacuum problem because I can engage it manually the diaphragm doesn't appear to be leaking

There is a Vacuum actuator that engages the front wheel drive. It is located on the fender well on the right side. Just replace it. The cost is less than 50 bucks.

First of all you need to see if the actuator is working take the battery up remove the tray. hook the battery back up. start up the blazer put in 4wd while in park. check the actuator and see if its collapsed and pulled the cable.
