Starting problems

I have a 95 z28. I recently replaced the starter and
battery however I still can not get the car to turn
over. All bells and whistles come on before final
ignition. But once turning key to final start nothing
happened. The starter does not even respond. Any
ideas on where I should look at next.

check when you say key to final start ..that there is 12 volts to the ign solenoid wire...if there is its the starter.

I have already replaced the starter with a new one and it is getting power to it. However does nothing when starting at ignition phase.
