No start, no crank, what could it be since starter was almost starting with old battery before it drained ?

Van under snow for 6 weeks , battery ran down, slow crank, now new battery but no
crank, just click.  Is it the starter relay ?

I'd start by taking a close look at battery cables and ends. If there's not a good connection or if wires are broken underneath the cable coating you won't be getting juice. Once you're sure that's OK you can trace back further if the problem still persists.
